What's the context the words were used in? It would give us a better idea of how they're intended to be used. E.g.

If it's just plain: blog tips...

The 'blog' in 'blog tips' is being used as a classifier, that means it's just telling you 'what type of tip' it is ('blog' tips)is coming up.

But if it's intended to be used as : to blog tips...
then it becomes an infinitive (verb)

Or even: we blog tips...
switches it to your base verb.

Blogging tips has the same problem.

Adding the suffix '-ing' moves it to an intransitive verb (that is, it's telling you 'what they are doing' to the tips': we're blogging tips today.

Or it could be being used adjectively...

Can you give us the whole sentences you need them classifying into?

That would depend on the context, I would say. If you are using them as verbs, they would be used differently because of tense.

Like Sound of Silence said, "We blog tips" or "I blog tips" can both be fine, as well as "I am blogging tips today."

However, if they were being used as adjectives to describe the type of tip the change would be based on interpretation.

For example:
"I am looking on the internet for blog tips."
-One might interpret this to mean that you are looking for tips about the overall blog, including writing and layout.

"I am looking on the internet for blogging tips."
-From my point of view, this would specify the tips as being specifically about the actual writing of a blog.

I hope this is all correct and makes sense. >.<

Mind you, it'd help if I wasn't so ancient and actually understood 'blog':D
