I'm sorry...somewhere in my cosmic subliminal brain comes an echo of the mantra "I before E, except after C".
Believe
Deceive
But what are the exceptions to the rule please?
Won't give a rule except to say that I instinctly know that those those words have noun forms that use "cept." For example: deceive/deception, receive/reception, conceive/concept(ion). The CEIVE part derives from Latin capere=to take, sieze, catch. What you do when you re-ceive is catch something (like a radio signal); when you con-ceive, you grab any idea (or a baby), etc, etc.

"I" before "E" except after "C" or when it sounds like "A" as in neighbour or weigh.
