I went to a writers' conference in which an agent said he wanted each writer he represented to write a brief synopsis under each chapter title for the editor as well as having a longer synopsis as an overview.

Is this something routine or just something this agent wanted from his clients? Isn't the overall synopsis enough as well as sending the editor the ms?

Ultimately, what the publisher wants is what the publisher wants! Some want less, some want more. If s/he's talking about detailed synopses for each chapter "for the editor" then I would assume he wants to take a close look at your work and I'd be encouraged by that!!
